Revised 2018 Penguicon Code of Conduct

Each year, the Chair and Con Committee of Penguicon consider how the Code of conduct may be made both clearer and better. In this round of changes, we modified the reasons why someone might be removed from the convention to include violation of the Code of Conduct.
